St. Charles Parish Animal Shelter benefits from veterinarian leadership

Most residents would be surprised to learn the St. Charles Parish Animal Shelter is currently one of the only local government-funded animal shelters in the state run by a veterinarian, giving St. Charles Parish several advantages most other parishes do not have.

With a current state-wide shortage of veterinarians, other animal shelters throughout the state have struggled to recruit qualified vets, making the St. Charles Parish Animal Shelter one of the state’s better staffed shelters.

“For example, Lafayette [Parish] has been looking for a vet for over a year,” Dr. Jena Troxler, St. Charles Parish Animal Shelter Supervisor, said. “It’s definitely a unique situation and has helped our pets get out quicker.”

Running her department since 2007, Troxler’s background as a local veterinarian has benefitted St. Charles Parish in a number of ways, from allowing the parish’s budget to stretch further since most veterinarian services don’t have to be outsourced, to using her medical training for find new and efficient ways to improve how animals are treated and its shelter is run.

The parish’s animal shelter currently has not only its own shelter as an adoption center but has also partnered with Petco with four additional offsite adoption centers that regularly adopt out St. Charles Parish cats throughout the New Orleans region.

“That’s a huge help; they adopt out about 100 cats for us every six months,” Dr. Troxler said.

St. Charles Parish currently has an overpopulation problem with domesticated animals, Dr. Troxler explained, mostly due to St. Charles Parish pet owners having a relatively low rate of spaying and neutering with their pets.

“We take in about 1,500 pets a year, and we’re only a population of about 52,000,” Dr. Troxler commented on the parish’s current pet overpopulation issue. “We don’t have enough homes here to absorb all the healthy, adoptable animals.”

To help address the pet overpopulation issue, which is largely attributable to cats, St. Charles Parish Animal shelter currently offers free cat spay and neuter services, microchip for pet cat identification purposes and free vaccines for any cat owner that brings in their pet for spay or neuter help. The cost to get all those services at a local veterinarian clinic is typically several hundred dollars, performed at no cost for parish residents.

In addition to those services, the parish also works to adopt out as many pets as it can locally through its shelter and offsite partners. For the last six years the shelter has gone even further, working with national nonprofit organizations like Greater Good Charities to absorb additional pets for adoption in other states.

“Since 2017 we have flown pets nationally to our adoption partners,” Dr. Troxler said. “Each private flight costs about $25,000, and that is all donation-based; our parish doesn’t pay anything.”

The private flights have allowed St. Charles Parish to find homes out of state for the excess number of pets it can’t adopt out due to just sheer volume of pets it takes in.

Greater Good Charities initially wasn’t working with almost any Louisiana area animal shelters, but once Troxler heard of their organization and this method of adoption, she was persistent in changing their minds. She eventually convinced the group St. Charles Parish’s local shelter had proper protocols in place for humane treatment of its adoption animals. Her persistence has paid off, allowing St. Charles Parish to find numerous new homes for dogs and cats well outside of the local area.

“It makes a huge difference,” Dr. Troxler said. “We transfer hundreds of cats and dogs a year.”

The organization has also helped with hurricane evacuation of adoptable pets as well, relieving a huge burden on the animals and the staff that care from them.

Once Troxler’s staff had developed a good working relationship with Greater Good Charities, she helped mentor other coastal parish animal shelters to develop protocols and procedures that would help them them to qualify for the same services.

“The goal was to get our coastal parish shelters – Jefferson, Orleans, Lafayette – everyone on the coast – to get all of us on the same page with basic medical care so that they could possibly participate and could possibly have outlets…and wouldn’t struggle as much with evacuations.”

A major success story from this mentor program was a local Northshore-based parish that saw significant improvement and benefitted with numerous new resources.

“One of those groups that really went from an extremely high euthanasia rate to participation was Tangipahoa Animal Shelter,” Troxler mentioned. “They ended up with a giant grant and support system from a national group that provided their shelter with buildings, a vet –everything that would have taken 10 years to build.”

    Scores of st. Charles parish residents wage the same complaints: a $400-$1800 charge will be paid or pets will be shipped out or killed.

    Even after people have fixed their fences they make the same complaints “somebody is taking the pin out of the fence and letting our dogs back out”

    Families of pets then receive a notice stating your dogs will be killed or shipped out if do not receive the fees.

    The fees are exorbitant

    We received another call today, a friend of a lady in SCP court was hysterical She was able to pay the fee for one dog but not the other two.

    The woman’s house was nearly destroyed by the hurricane when her husband left her. She has no children, only her dogs. She paid $1800 to get one dog back she cannot afford to pay for the other two dogs but she is trying to scrape the money up.

    It’s also clearly evident that purebred small dogs are being sourced from St Charles Parish. Pictures below show specifically small purebred dogs.
