DHS teacher faces 12 sex charges with a juvenile

Police: Student was 16 years old when relationship began

The Destrehan High School teacher charged with felony carnal knowledge of a juvenile and prohibited sexual conduct between a student and educator in St. Charles Parish faces another 10 counts in Jefferson Parish.

DHS teacher Kimberly Naquin, 26, is accused of having a sexual relationship with a female student that began when the student was 16 years old and continued to age 17, with sexual trysts allegedly taking place in both St. Charles and Jefferson parishes.

St. Charles Parish Sheriff Greg Champagne confirmed Naquin is the daughter of St. Charles Parish School Board President Dennis Naquin. On Friday, he could not be reached for comment, but in a voice mail greeting said he was taking an absence for an undetermined amount of time.

According to Champagne,the student told investigators most of the inappropriate contact occurred at the teacher’s prior residence in Kenner; however an undetermined amount of incidents occurred within St. Charles Parish inside a Destrehan High School classroom and a Destrehan residence, according to investigators.

Naquin’s recent address is Destrehan.

She was arrested Thursday night and is being held in a St. Charles Parish jail. The Kenner Police Department has also issued a warrant for Naquin’s arrest based on their investigation.

Kenner Police Chief Michael Glaser said once Naquin makes bail or is released from the Nelson Coleman Correctional Center in Killona, she will be transferred to the Jefferson Parish Correctional Center. Glaser said she faces 10 felony counts of carnal knowledge of a juvenile.

Under Louisiana statute 14-80(felony carnal knowledge of a juvenile), Naquin faces up to 15 years in prison and up to a $5,000 fine per count.

Champagne said the investigation was initiated when they were first contacted by a family member about the alleged relationship around 8 a.m. Wednesday.

Kaser said the student told investigators the sexual relationship was consensual, but Louisiana law defines her as a minor who cannot consent.

“My initial thought was it was a student with a grudge against a teacher and making an accusation, but the investigation proved otherwise,” Kaser said.

According to the student, the near year long relationship began in September 2014 and lasted until August 2015.

Naquin is currently being held on $75,000 bond at Coleman Correctional Center in St. Charles Parish.Champagne added the bond has several conditions.

“She will be under house arrest with no access to social media, no contact with the victim and no comment regarding the case,” he said.

A teacher of AP human geography and world geography at DHS, Naquin was arrested while attending a Beta Club conference in Lafayette.

Naquin is a graduate of LSU and has taught at Destrehan for four years, according to her bio on St. Charles Parish Public Schools’ website. She also co-sponsors the school’s Beta Club chapter.

According to a statement released by St. Charles Parish Public Schools, the school system is fully cooperating with the St. Charles Parish Sheriff’s Office.

“The teacher has been suspended without pay in accordance with district policy and procedures pending the outcome of an investigation,” the statement said. “This is a personnel issue; therefore no other information will be released at this time.”
