St. Charles Herald-Guide does not endorse individual candidates for public office since, in a small community such as St. Charles, candidate-choice is influenced heavily by friendships and relationships. But we do offer suggestions on proposed constitutional amendments.
ample ballot for parishwide candidates can be found on page 10G. A small section of the parish will also vote for Congressman between “Jim” Harlan and “Steve” Scalise and Public Service Commissioner between John Schwegmann and Eric Skrmetta.
Following are our choices on the amendments in Tuesday’s election:
Amendment No. 1 – FOR. This would prevent appointment of a person to more than three consecutive terms on boards and commissions in the executive branch of state government.
Amendment No. 2 – AGAINST. This would increase from five to seven days in advance required in calling a special legislative session.
Amendment No. 3 – FOR. This would allow the Legislature to appoint a successor for any legislator called away to active duty for the rest of his current term from nominees submitted by him.
Amendment No. 4 – FOR. This would remove the cap of $850,000 on the 20 percent of state severance taxes going back to the parishes from which the resources came. This helps pay for repairs to damages resulting from parish infrastructure in securing of the resources.
Amendment No. 5 – FOR. This allows homeowners to retain a special tax assessment level if their property is sold to or expropriated by the state.
Amendment No. 6 – FOR. This would remove the requirement that prior owners of property expropriated for health or safety reasons be given first chance of re-purchasing it.
Amendment No. 7 – FOR. This would allow state and local trusts for non-pension post-employment to be invested in stocks.
