Arrests made in ‘07 kidnapping

Girl was pulled into car, but managed to escape

Two Kenner men have been arrested on a kidnapping charge that stemmed from a 2007 incident where they allegedly pulled a 14-year-old Norco girl into their car and tried to remove her clothes.

The girl was able to escape after screaming and kicking at the men, Sgt. Dwayne LaGrange, spokesman for the St. Charles Parish Sheriff’s Office, said.

Authorities had been searching for 22-year-old Jeffery Ragland and 21-year-old Dustin Johnson since that time. They were found after being arrested on an unrelated charge recently in Jefferson Parish. Both now face charges of simple kidnapping.

LaGrange said the incident began when the girl was talking to a group of boys near her home. That’s when Johnson and Ragland approached the girl and asked if any of the boys were her boyfriend.

“At that time, she ignored the two men and they sped off in their vehicle,” LaGrange said.

Because of the confrontation, the boys decided to walk the girl halfway to her home. After they left her, the girl says that Ragland and Johnson once again approached her in their vehicle. This time, they grabbed her and forced her into the backseat of the car.

“Then, she says the two men attempted to rape her by pulling off her clothes, but she was able to free herself by kicking and screaming,” LaGrange added. “After escaping, she ran to a nearby home and called police.”
