Second suspect arrested after teen was kidnapped, raped in Montz

A second man has been arrested after a 19-year-old woman told police she was kidnapped in New Orleans, driven to a wooded area in Montz and raped repeatedly.

James A. Williams, 25, of 191 E. 30th St. in Reserve, was arrested on Friday and charged with aggravated rape, aggravated kidnapping and armed robbery. His arrest came a week after 20-year-old Kevin N. Allen was booked on similar charges in connection with the crime.

The 19-year-old victim told authorities that she was walking in the 700 block of N. Villere Street in New Orleans on Aug. 17 when a car stopped beside her. Williams and Allen exited the vehicle and Allen placed a towel over the woman’s face. Williams put the teen in a choke hold and forced her into the car, according to the St. Charles Parish Sheriff’s Office.

Allen allegedly pulled out a gun and told the girl that he would shoot her if she screamed. The men drove the girl to a wooded area in Montz where she says she was raped several times.

The women told authorities that the two men also stole her purse, cell phone, money and ID cards before dropping her off in Kenner.

She then flagged down a citizen who called police.

The St. John Sheriff’s Office identified information linking Allen to the crime and he was arrested on Friday. Williams was identified as a suspect during interviews. Both men are being held at the Nelson Coleman Correctional Center on a $1 million bond.
