St. Charles Parish officials have kicked off talks on a proposed $77.2 million budget for 2016.
“Everything is focused on levee and infrastructure improvements,” said Council President Larry Cochran. “It’s always a challenge with the levee until it’s complete.”
Council members will hold the last of three public hearings on Nov. 3 at 6 p.m. in the council chambers at the St. Charles Parish Courthouse.
The parish’s revenue sources include new voter-approved property taxes dedicated to building and maintaining outer hurricane protection levees and for upgrading the parish’s wastewater (sewer) infrastructure.
Most revenue comes from sales taxes (42 percent); property or ad valorem taxes (40 percent); state and federal funding (10 percent); and licenses, permits and other taxes and fees, including water, wastewater and garbage collection fees paid by residents (10 percent).
In key capital projects, the budget includes:
• West Bank Hurricane Protection Levee (construction only) – $3.6 million
• West Bank Levee engineering – $1 million
• Refurbishment of the West Bank A Plant waterworks clarifier – $228,000
• 2016 Local Road Maintenance Program – $1.2 million
• Remainder of levee multi-use paths on the West Bank (Phases IV and V) – $3.2 million
• New District Attorney Annex Building in Hahnville – $2.8 million
• Killona Sewer Force Main Extension – $731,255
• IMTT Field Improvements (St. Rose) – $275,000
• Ashton Soccer Fields (Luling) – $250,000
• Engineer’s Canal upgrade (Norco) – $670,000
• Dunleith Canal Stabilization Phase VI (Destrehan) – $924,000
