Parish honored for budget presentation

The Government Finance Officers Association of the United States and Canada (GFOA) has recently presented St. Charles Parish with the Distinguished Budget Presentation Award.

The award represents is a significant achievement and it meant to reflect the commitment of the governing body and staff in meeting the highest principles of governmental budgeting. In order to receive the budget award, staff had to satisfy nationally recognized guidelines designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide and a communications device.

Budget documents must be rated “proficient” in all four categories, and the 14 mandatory criteria within those categories, to receive the award.

When a Distinguished Budget Presentation Award is granted, a Certificate of Recognition for Budget Presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. St. Charles Parish has been presented the award to Grant M. Dussom, chief financial officer, and the St. Charles Parish Department of Finance.

“This is the third consecutive year the finance department has received this award,” Dussom said. “A lot of time and dedication by staff goes in to achieving something like this; it’s a testament to our department.”

For budgets including fiscal period 2012, more than 1,340 entities are expected to receive the award. St. Charles Parish is one of fewer than 10 parishes to receive the award this year in Louisiana. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.

The GFOA is a nonprofit professional association serving over 17,800 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
