producers feel they dodged a bullet as Tropical Storm Bill left
the Gulf of Mexico and made landfall near Morgan City on June 30.
The storm dumped up to 8 inches of rain in south Louisiana – mostly
east of the storm center with little or none to the west.

Stabbing incident prompts change in state
criminal code
The stabbing death of
Catherine Mayeux of Hahnville in April has prompted a grass-roots
effort to amend the state’s criminal code as it pertains to first
degree murder. Family and friends of Catherine recently successfully
lobbied the legislature to add the violation of a restraining order
to the code, which would allow offenders who break the order and
commit murder to be charged with first degree murder. The change
now requires Gov. Foster’s signature to become law.

Consumer confidence falls in June
After significant increases
in consumer confidence in March, April and May, Louisiana’s Consumer
Confidence Index (CCI) retreated from 97.1 in May to 93.5 in June.
The preliminary June 2003 indices from the University of Michigan
also show declines in confidence for both the US CCI at 87.2 down
from 92.1 in May 2003 and the southern CCI at 92.1 down from 93.5
in the previous month. Louisiana consumers continue to express more
confidence than both the national and southern indexes.
