December 17, 2003 Former Waterford 3 Operator banned from holding license By Blake M. Petit Scott P. Wolfe, formerly a senior reactor operator at the Waterford 3 nuclear power plant in Killona, has been banned from applying for or holding an operator’s license from the Nuclear Regulatory Commission for three years. The NRC took the action after Wolfe twice tested positive for an illegal substance during random “fitness-for-duty” tests administered by his former employer, Entergy Operations Inc. Samuel J. Collins, the NRC’s deputy executive director for reactor programs, said Wolfe tested positive first in 1990 and signed a re-entry agreement, in which he agreed to abstain from use of illegal drugs. On July 17 of this year, Wolfe again tested positive for an illegal substance, although a spokesman for the NRC could not comment on exactly what substance was detected. Entergy fired Wolfe on July 25 and his operator’s license was terminated on Aug. 26. “The NRC holds licensed reactor operations to high performance standards and entrusts them with assuring the public health and safety in the operation of nuclear power plants,” Collins said. “Licensed reactor operators are expected to comply with all NRC requirements, including the fitness-for-duty requirements of the NRC and the facility at which they are employed. Mr. Wolfe’s actions have violated the NRC’s and the public’s trust and demonstrated that he cannot be relied upon to comply with fitness-for-duty requirements.”
