Is sugar among a host of American industries soon to become obsolete as the global economy takes shape or will the product continue to be protected by way of tariffs on all imported sugar? That is the question industry officials are waiting to have answered as the U.S. nears ratification of the Central American Free Trade Agreement, which would eliminate tariffs on sugar and other commodities between the United States and five major sugar producers: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua.

While Louisiana’s scores remained steady overall this year on the American College Test (ACT), the scores in St. Charles have risen slightly over last year. The district’s average composite score, which includes public and nonpublic students, increased from 20.3 in 2002 to 20.4 in 2003. Over the past five years, the overall score has risen from 20.1 in 1999 to 20.0 in 2000 to 20.2 in 2001 to 20.3 in 2002 to 20.4 in 2003.

Local businessmen who operate out of their homes will be limited to one company vehicle from now on, thanks to a bill passed Monday by the St. Charles Parish Council.
Aug. 20, 2003 Corps orders parish to cease and desist levee work
The Corps of Engineers has ordered the parish to cease and desist work done on a levee in Paradis in response to flooding during last year’s hurricane season. The 7,000 foot levee is one aspect of the hurricane protection system, which is being built for the west bank of St. Charles Parish.

State program takes 11 of parish's best educators
Eleven teachers and administrators from St. Charles Parish will be providing services in other districts this school year. The local educators have been selected by the La. Board of Elementary and Secondary Education as Distinguished Educators and are being sent to assist academically unacceptable schools out of parish in meeting their growth targets.

Fifteen parents from the Norco area were sent a letter last Friday, Aug. 8 stating that their children had been accepted into the district’s four-year-old school program. Then, on the following Monday, the same parents received a phone call saying that the letter had been a mistake and their children would not be eligible after all.

Shell Norco and St. Charles Parish Public Schools continued their partnership in the Norco community Monday night with the presentation of a $250,000 check from Shell to continue funding the Norco Adult Education Program.

Chapmagne elected to LSA office
St. Charles Parish Sheriff Greg Champagne has been elected Sergeant-at-Arms of the Louisiana Sheriff’s Association for the 2003-2004 term. Champagne and the other officers were installed at a recent ceremony by Attorney General Richard Ieyoub. The terms begin on Sept. 1.

Jeffrey Salas, a sophomore at Archbishop Rummel High School, is awaiting a heart transplant and the family is asking for help -- spiritually and financially. The 16-year-old local youth was admitted to Ochsner Hospital after suffering heart failure on July 7.
